Task 4: Expert & Community Engagement
Five to Nine Consulting engaged relevant experts and stakeholders to identify key issues and priorities for the future of downtown Oregon City. This input will inform every step of the project, and each step of the participation process will build on previous steps. Those primarily affected by the outcome of this project are those who have a stake in the development of downtown Oregon City, including MSOC, downtown business and property owners, the general public, elected officials, other community leaders, existing and potential residents of Oregon City, developers, and municipal government.

This information was reflected in the policy and development recommendations suggested by the project team. Five to Nine Consulting utilized several engagement strategies, described in Connect. The Public Involvement Plan elaboated on the purpose, target audience, outreach methodologies, and desired
result of each strategy. The team also took advantage of other outreach opportunities as they arose. Five to Nine Consulting advertised the project through flyers, business cards, a website, local news media, and civic groups. This advertising will ensure that information about the project was disseminated through the community, and allowed the team to engage the public more effectively.

- uncover existing barriers to a vibrant multi-use downtown that includes housing,
- flesh out the goals and aspirations of the community for the downtown they would like to see, and
- verify and evaluate the team’s findings.
